And the system refers to punishing those who prove insulting to the Divine Self , or mocking, or offending the prophets and messengers, or their spouses, with imprisonment for a period of no less than seven years, and a fine ranging between 500 thousand riyals and two million riyals,

while anyone who transgress the sacred texts, with distortion, or destroying, desecrating, or offending in any way, or sabotaging, damaging, or desecrating places of worship, is punished with imprisonment for a period of no less than five years and a fine ranging between 250 thousand riyals and one million riyals, or to either punishments,

while all who prove committing an act or statement that would cause discrimination towards others on the basis of religion, sect, race, tribe, country and region, or gender, is punished with imprisonment for a period of no less than five years and a fine of not less than 500 thousand riyals, and not more than One million riyals.

His Excellency the President of the Human Rights Commission, Dr. Awwad bin Saleh Al-Awwad, affirmed that contempt of religions and beliefs and insulting of religious symbols is an explicit invitation to religious hatred that international human rights law has prohibited.

His Excellency indicated that freedom of opinion and expression should promote tolerance and coexistence between societies within the framework of the integration and interdependence of human rights and their indivisibility.

Article 6: Any person who commits one of the following cyber crimes shall be subject to imprisonment for a period not exceeding five years and a fine not exceeding three million riyals or to either punishment:

1. Production, preparation, transmission, or storage of material impinging on public order, religious values, public morals, and privacy, through the information network or computers.

Article 9: Any person who incites, assists or collaborates with others to commit any of the crimes stipulated in this Law shall be subject to a punishment not exceeding the maximum punishment designated for such crimes, if the crime is committed as a result of said incitement, assistance or collaboration, and he shall be subject to a punishment not exceeding half the maximum punishment designated, if the intended crime is not committed.
