{"id":37,"date":"2011-11-11T01:00:28","date_gmt":"2011-11-10T23:00:28","guid":{"rendered":"http:\/\/patnubay.org\/dokumento\/?p=37"},"modified":"2019-07-15T22:53:14","modified_gmt":"2019-07-15T19:53:14","slug":"doj-rejects-arroyo-request-for-travel","status":"publish","type":"post","link":"https:\/\/patnubay.org\/?p=37","title":{"rendered":"DOJ rejects Arroyo request for travel"},"content":{"rendered":"<p>MANILA, Philippines (2nd UPDATE) &#8211; Justice Secretary Leila de Lima has decided to bar former President Gloria Macapagal Arroyo from seeking medical treatment abroad, a decision that she said was supported by no less than President Benigno Aquino III.<\/p>\n<div>Deputy Presidential Spokesperson Abigail Valte confirmed, saying: &#8220;We fully support the decision of Secretary Leila de Lima for the aforementioned reasons.&#8221;<\/div>\n<div>In a press conference, de Lima said the submissions and requests forwarded to her by the camp of Arroyo \u201cputs to suspicion\u201d that her illness is life-threatening.<\/div>\n<div>Arroyo is seeking medical treatment in different countries abroad due to hypoparathyroidism.<\/div>\n<div>\u201cMy order is a denial of her request for an [allow departure order]\u2026One of the principal reasons, I\u2019m not convinced of any exceptional justification for us to grant her request,\u201d she said.Click&nbsp;<a href=\"http:\/\/www.abs-cbnnews.com\/sites\/default\/files\/a_images\/graphics\/others\/20111108-DOJ-ADO-delima.pdf\">here<\/a>&nbsp;to read the resolution.<\/div>\n<div>This was already supported by a recent visit of Health Secretary Enrique Ona to Arroyo. \u201cWhat is clear in that report is that, yes, she underwent operations that were life-threatening, but she has recuperated fairly well,\u201d she said.Based on assessments by Ona, Arroyo\u2019s health-condition is not life-threatening or \u201cwill not cause irreparable injury [if we don\u2019t allow].\u201d<\/div>\n<div><!--more--><\/div>\n<div><strong>Flight risk?<\/strong><\/div>\n<div>She also noted that while Arroyo has submitted undertakings that she will come back after her medical treatments, the countries she included in her request do not have extradition treaties.<\/div>\n<div>She also noted discrepancies in the list of countries where Arroyo needs to go to.<\/div>\n<div>She cited anew the case of Ramona Revilla, who hastily left for Turkey after being linked to the killing of her brother Ramgen.<\/div>\n<div>\u201cThere is a gaping gap between the proceedings prior to the issuance of a warrant of arrest and the formal court proceedings,\u201d she noted.
