KSA MHRSD: Saudization para sa restaurants, cafeterias, supply stores at supermarkets

Oktubre 2, 2021 – Inanunsyo ng  Ministry of Human Resources and Social Development (MHRSD) ang desisyon para sa Saudization sa restaurants, cafeterias, supplies at supermarkets.

Narito ang ating ginawang buod sa kanilang anunsyo

Saudization percentage for Restaurants and Cafes 

  • 20% – for restaurants (independent)
  • 40% – for restaurants (inside commercial complex or centers)

Ang percentage na ito ay applicable kung may 4 workers o mahigit pa ang nasabing restaurants sa bawat shift.

  • 30% – for cafeterias like serving drinks, or ice cream shops (independent)
  • 50% – for cafeterias (inside commercial complex or centers)

Ang percentage na ito ay applicable kung may 2 or more workers ang nasabing restaurants sa bawat shift.

  • 100% – for roving food cars, ice cream cars, drinks vending cars, and food vending cars

Ito ay ipapatupad sa sa lahat ng regions ng Saudi Arabia.

Ang hindi kasama sa Saudization

  • Kung ang  restaurants, cafeteria, canteen, food processing ay nasa loob ng  factories, offices, hospitals, schools,hotels, apartments at hotel villas, ganun din ang “catering” contractors, catering operators.
  • Kung ang trabaho ay cleaners, at loading and unloading workers basta ang kanilang bilang ay hindi lalampas sa 20 % sa kabuuang bilang ng mga empleyado, at dapat nakasuot sila ng uniporme at ang kanilang trabaho ay nakamarka sa likod ng kanilang uniporme.

Saudization percentage para sa mga  supplies (store)  at supermarkets (First Phase)

  • 100% – kung ang sukat ng supplies store ay 300 square meters o malaki pa
  • 100% – kung ang sukat ng supermarket ay 500 square meters o malaki pa
  • 100% – para sa mga profession na customer accountant, accounting fund supervisor, and customer service “customer relations / trusts
  • 50% – para sa profession na department supervisor

Ito ay ipapatupad sa sa lahat ng regions ng Saudi Arabia.

Saudization percentage para sa mga supplies (store) at supermarkets para sa Second Phase pagkatapos ng 6 na buwan mula ngayon.

  • 100% – para sa profession na department supervisor
  • 50% – para sa profession na section manager, assistant branch manager, and branch manager).

The Ministry of Human Resources and Social Development announced the start of implementing the decisions to localize the activities of restaurants and cafes, and the localization of supplies and central markets, as of today, Saturday, 02/25/1443 AH corresponding to 10/2/2021AD, and the end of the grace period specified for the two decisions.

These decisions stem from the ministry’s keenness to provide new stimulating and productive job opportunities for male and female citizens in various regions of the Kingdom and to raise the level of their participation in the labor market in accordance with the objectives of the Kingdom’s Vision 2030.

The ministry explained that the percentage of Saudization for restaurants (restaurants with service, banquet kitchens, fast food stores, juice stores with independent or mixed buildings) is 20%, and if they are inside complexes and closed commercial centers by 40%, with the exception of the excluded professions; the percentage applies if the percentage is there are 4 or more employees in one shift inside the outlet in all regions, while the percentage of localization for cafes that serve drinks, and ice cream shops) with independent or mixed buildings will be 30% of employees in all professions except for the excluded professions and cafes with complexes and closed commercial centers by 30% 50% in all professions except for the excluded professions; The percentage applies if there are two or more workers in one shift inside the outlet in all regions.

As for roving food cars, ice cream cars, drinks vending cars, and food vending cars, they will be 100% of all workers and there are no exceptions. The percentage is fully applied to all regions.

The Ministry indicated that the excluded activities include (cafeteria, food processing or “catering” contractors, catering operators, canteens and cafeterias in factories, offices, hospitals and schools, restaurants and cafes inside hotels, apartments, and hotel villas); And that the excluded professions are (cleaning worker, loading and unloading worker), provided that their percentage of workers in the port does not exceed 20% in one shift with a commitment to the uniform, and that the worker’s profession is written behind the uniform.

The decision to localize supplies and supermarkets included all supplies whose area is not less than 300 square meters and supermarkets whose area is not less than 500 square meters. In this first stage, work in sales outlets is restricted to Saudis by 100% in the professions of customer accountant, accounting fund supervisor, and customer service “customer relations/trusts”), and work in sales outlets are restricted to Saudis by 50% of the total number of workers in the profession (Department Supervisor).

While the second phase, which begins after 6 months from now, includes limiting work in sales outlets to 100% of Saudis in the profession (section supervisor). And limiting work in outlets to Saudis at 50% of the total number of workers in professions (section manager, assistant branch manager, and branch manager).

The ministry affirmed the continuation of its efforts in Saudization and providing more job opportunities for the sons and daughters of the country in the private sector and enabling them to do so.
