Dear Congen Norman,
Sir, thank you for the clarification. It was not you nor Vice President Binay’s mistake of how the false press release came out. Both of you are just mere victims of the deceit initiated by the DFA Head Office.
Mr. Salmos story is just an ordinary case blown out of proportion. I am much more concerned on bigger issues. How can we believe on DFA’s future press releases, like death penalty cases for example or even the current Scarborough Shoal issues?
My apology if I had sent my email simultaneously to other individuals. The recipients in the emails are all our partners in advocacy and they are also disappointed with what came out in the news yesterday.
We can assure you sir, our FULL support while you are the Consul General in Jeddah and wherever you will be assigned because you have exercised HONESTY, which is hard to find in most Philippine government agencies.

Dear Joseph,
I would like to make a rejoinder to my earlier reply. I was very concerned how the press release turned out because as a person I never liked the idea of highlighting my achievements. I have had many accomplishments that would merit a line or two in press releases. I am basically a shy person and I shun attention. I could not in conscience take credit for something I have not done. In my report to the DFA I never took credit for the clearance of Fred Salmos. I specifically mentioned Rommel Carbonel, as well as Frank Resma who accompanied Rommel and Fred Salmos to the Consulate to report that Fred has obtained his traffic violation clearance.
Let me express my disappointment to you because you sent out the same email to many people without clarifying with me first. I hold you and Patnubay in high regard and I see your reaction to the press release not well considered. Perhaps future reactions should first be discussed.

Dear Joseph,
We did not feed the information coming from the press release. As a matter of fact I reported to the Department of Foreign Affairs that it was Rommel Carbonel and Patnubay who were instrumental in getting the clearance from the Office of Governor. I read the press release by DFA-PISU even before this press release was circulated and I immediately sent my feedback that it was basically Patnubay through Rommel who facilitated the clearance.

Gusto lang po akong hihingi ng kalinawan tungkol sa pagpalabas ng press release ni Vice President Binay tungkol kay Mr. Salmos.
Hanggang sa ngayon ba ay nagfeed pa rin ng maling report ang ating konsulada (Jeddah) doon sa Manila?
Kahit na pinalabas namin sa patnubay website ang katotohanan, ay nagawa pa rin ba ng ating konsulada na magreport doon na sila ang gumawa para makakuha ng clearance si Mr. Salmos? Wala po kaming ibang hangad kundi mapabago lamang ang mga maling sistema at maparusahan ang mga taong nagpapabaya sa paghawak ng kaso kay Mr. Salmos. At sana sa pagiging fair na rin kay Mr. Salmos na sya mismo ang naglakad ng kanyang clearance.
Sa ilang beses na nag-usap tayo sa phone, i know that you are someone who is sincere that Jeddah Consulate needs para ito ay mareform.. And also for our Vice President Binay, I thought he WAS sincere too.

Reaction: Isang malinaw na ebidensya na ang ating konsulada ay nagfeed ng maling information sa ating Vice President.. or baka talagang ang ating Vice President ay katulad din nila.
Angkinin na ng gobyerno ang lahat wag lang itong isang bagay na si Mr. Salmos mismo kasama na ating pagpatnubay ang gumawa. Nakakahiya ang pagtabon ng katotohanan. Ang katotohanan na walang nagawa ang ating konsulada dahil wala silang alam sa proceso or sa simpleng wala silang puso sa pagtulong.
Sa ngayon sigurado ay hindi pa nga dumating yong sulat ng konsulada sa governor’s office or baka hindi pa nabasa ng Ministry of Foreign Affairs. Dahil alam naman natin na aabutin ng at least 6 months ang note verbale bago ito masagot ng emara.
Nakakalungkot na maging ang ating bise presidente ay kasama sa panlilinlang at pagtago ng katotohanan.
Heto ang ating bise presidente nagsalita na may ginawa ang consulate sa clearance.. katulad na lang ng muro-muro o pangtabon na ginawa doon sa jawasat na alam naman nila na walang mangyari pero pinalabas sa balita na yon ang sensyales na malapit ng makauwi si Mr. Salmos.

We really have no intention to put you in a situation na masisira ang consulate dahil naexpose namin ang delay ng pagtulong kay Mr. Salmos. We explained it in our report na bago ka pa lang at wala ka pa noong time na lumapit si mr. salmos dyan. But we need to issue the statement for the change na gusto naming mangyari.. hindi sana namin ipost ito sa aming website kundi isang report lang katulad ng naka-attached na pdf file.
Actually, for cases like these in riyadh and eastern province we are always in partner with our embassy dahil naging role playing na namin ito. knowing na it will take a long time kung sa embassy / consulate magmula ang sulat to governor’s office.
Sa case ni Mr. Salmos, like all our many cases in Jeddah.. wala yong role playing na yan dahil iba ang staff ng jeddah kumpara sa mga nandito sa embassy ng riyadh.
Now, we look forward to do the same under your leadership dyan. Alam namin na tataasan lang kami ng kilay..Maintindihan namin yon dahil ganyan din ang nangyari sa Riyadh noon, kami na ang tatapos ng mga kasong di nila magawan ng paraan dahil nga sa tagal ng note verbale sa emara.. Pero mula noong 2008, napakagaan at napakasmooth ang paghandle ng kaso dito kahit iilan lang ang kanilang mga case officers vs number of cases.
Sa totoo lang, hindi ko gusto na magpalabas ng post ng ganyan sa patnubay website.. pero kailangan naming maipalabas ang katotohanan dahil kasinungalingan at pangtatabon yong ginawa ng taga GMA7.

As per our conversation yesterday ..
1. We informed you that we in patnubay discreetly took the initiative to help Mr. Salmos clear his records in the Muror..
– We drafted his letter to Prince Mishaal and Mr. Salmos himself with Ka Romy Carbonel went to the emara last week (april 30, 2012). – The emara Civil Rights department received Mr. Salmos request and forwarded the case to the Muror.. with a recommendation to clear his car records.
2. Updates :
Today, Mr. Salmos, with Ka Romy Carbonel and ka Frank Resma went to the muror to get the clearance.. And Alhamdulillah cleared na si Mr. Salmos. Kahapon pa sana yan kung di kinuha ng taga consulate at ni Bong concha at dinala si Mr. Salmos sa Jawasat.
They, then went to Mr. Salmos Company and the latter promised to assist Mr. Salmos sa kanyang repatriation. From the start it was the company who assisted him sa Jawasat which wala namagn problema kung wala lang yong sa car registration nya. (Mr. Salmos just sought for the consulate’s help last october 2011 to clear his car records. Walang nangyari hanggang sa naexpire ang kanyang passport last February.)
3 . Request
– We kindly request the consulate for an extension of Mr. Salmos’ passport, so that his company may proceed with processing of his exit visa.
4. Documents of our Patnubay’s legworking
– our group had agreed that we may provide to the consulate all our documents from emara, to muror, the clearance, our letters .. if the consulate will request to us in email or in a formal letter.
