Marso 31, 2020 – Kahit pa sa kalagitnaan noon ng COVID19 crisis binuo ng pamahalaan ng Kaharian ng Saudi Arabia ang isang komite para syang bumalamgkas ng systematic mechanism upang labanan ang HUMAN TRAFFICKING at matulungan ang mga biktima nito.

Ang Komite ay binubuo ng:

  • Human Rights Commission
  • Ministry of Labor
  • Ministry of Interior
  • Ministry of Foreign Affairs
  • Ministry of Justice
  • Ministry of Media
  • Public Prosecutor’s Office

Tinawag na National Committee to Combat Human Trafficking, ang grupo ay pinamunuan ni Dr.Awwad S Alawwad, pangulo ng Saudi Human Rights Commission.

Inilunsad ng National Committee to Combat Human Trafficking ang “National Referral Mechanism”, para sa maayos paghawak ng “Human Trafficking Cases” at maayos na matulongan ang mga biktima

Ano ang kahalagahan ng naturang mekanismo para sa ating mga Pilipino bilang dayuhang mga manggagawang Pilipino sa Saudi Arabia, lalo’t higit ang mga opisyal ng ating embahada sa Riyadh at mga konsulado sa Jeddah at Dammam at tanggapan ng POLO/OWWA?

Itinuturo ng mekanismo kung anong mga ahensya ng gobyerno ng Saudi Arabia ang maaaring lapitan at anong proseso ang puwedeng sundin sakaling may ma-encounter tayong biktima ng human trafficking sa kaharian.

Patnubay Notes: Ang HUMAN TRAFFICKING ay (1) ang pagrecruit, o pagdukot, o pagpuslit, o paglipat, o pagkupkop o pagtanggap ng tao (2) na ginagamitan ng pananakot, o dahas, o pamimilit, o pandaraya, o panlilinlang (3) na nagdulot ng pang-abusong sekswal, o pang-aabuso sa trabaho, o pang-aalipin, o pagkuha ng kanyang internal organs, o iba pang uri ng pagsasamantala.

Saudi Arabia Launches New Anti-Human-Trafficking Measures.

Saudi Arabia is taking comprehensive measures to  End Human Trafficking. The Saudi Ministry of Foreign Affairs is working with the Anti-Trafficking Committee in reaching out to foreign victims’ home countries to coordinate their voluntary return to their families.

The Saudi Ministry of Interior is part of the Anti-Trafficking Committee and will guarantee the safety of victims of Human Trafficking.

Saudi Arabia is taking comprehensive measures to  End Human Trafficking. The Saudi Ministry of Healthis working with the Anti-Trafficking Committee to ensure physical and mental health care for the victims of  Human Trafficking in emergency shelters.

Saudi Arabia has a zero-tolerance approach to Human Trafficking. The Saudi Ministry of Justice is part of the Anti-Trafficking Committee and is committed to ensuring that all perpetrators are duly prosecuted.

As part of Saudi Arabia’s measures to protect the victims of  Human Trafficking, the Saudi Ministry of Interior and the Anti-Trafficking Committee are working together to ensure that  migration status is no obstacle for the victims to stand up against perpetrators

The right to work with dignity is guaranteed in the  Saudi framework of  Human Rights. Saudi Arabia’s Ministry of Human Resources and Social Development is part of the Anti-Trafficking Committee and will make sure all workers in the Kingdom are treated with respect.

“Human trafficking is an affront to the dignity of all humanity. It is our duty to eradicate this heinous practice and I am proud to report that the formation of the National Referral Mechanism is a major step to that end.” Dr.Awwad S Alawwad

The Saudi Human Rights Commission and the Anti-Trafficking Committee will coordinate the efforts of citizens and institutions to End Human Trafficking once and for all.

Trafficking in persons, also known as Human Trafficking, means treating human beings as merchandise. This practice takes many forms: using recruitment as cover to acquire control over someone, blocking someone’s freedom with threats of deportation, legal troubles, violence, etc.

The Committee is composed of:

  • Human Rights Commission 
  • Ministry of Labor 
  • Ministry of Interior
  • Ministry of Foreign Affairs 
  • Ministry of Justice 
  • Ministry of Media 
  • Public Prosecutor’s Office 

The National Committee to Combat Human Trafficking is chaired by Dr.Awwad S Alawwad, who also chairs the  Saudi Human Rights Commission.

The right to a healthy life is guaranteed in the Saudi framework of HumanRights. The relevant authorities will make sure every worker in the Kingdom has full access to health care and services.

Saudi Arabia is taking comprehensive measures to End Human Trafficking. The Ministry of Foreign Affairs is working with the Anti-Trafficking Committee to assist victims in reaching out to foreign consulates and embassies if they decide to travel to a third country.

The right to work with dignity is guaranteed in the Saudi framework of Human Rights. Saudi Arabia’s Ministry of Human Resources and Social Development will build the capacity of employers and labor inspectors to detect and report cases of  Human Trafficking.

SaudiArabia is taking comprehensive measures to  End Human Trafficking. The Saudi Ministry of Justice is working with the Anti-Trafficking Committee to guarantee that the victims receive legal assistance and are fully enabled to stand up against the perpetrators.

The statutory framework in Saudi Arabia guarantees the right to healthcare. The relevant authorities undertake to build specialized capacity of healthcare providers enabling them skills to uncover signs of potential human trafficking crimes & report to the authorities about them.

Committee to Combat Trafficking in Persons at the Human Rights Commission organizes a distance course on the implementation mechanisms of the National Referral Mechanism.

National Referral Mechanism

The Kingdom of  Saudi Arabia’s National Committee to Combat Human Trafficking has launched a “National Referral Mechanism,” that outlines best practices and pathways for handling cases of trafficking in persons to help victims.

Designated response staff (security officials, labor inspectors, healthcare providers, judicial authorities, etc.) must and ANY Saudi resident should notify the police when they detect signs of trafficking in persons.

The potential victim will be removed from their current circumstances and transferred to a designated shelter, where he/she will receive comprehensive care (including medical, psychological, and legal assistance).

Whether the victim was rescued or managed to reach the shelter on his/her own, the shelter will compile an individual case file & refer the case back to the police. The police will ensure all preliminary criminal procedures are undertaken before referring the case to the Public Prosecutors’ Office

Victims of trafficking will receive longer-term care, including but not limited to:

A.  Dignified accommodation
B.  Medical assistance
C.  Psychological care
D.  Legal counsel
E.  Vocational training
F.  Possible employment

The victim will have the choice to:

Return to their country of origin–with proper travel documents & no residency penalties.

Stay in Saudi Arabia & seek employment–with a work permit & residency status.

Travel to a third country–in coordination with international organizations.

The victim will resume his/her life with additional skills, knowledge, and resources to make him/her more resilient and less vulnerable in the future.
